Referring to your Confidential Circular Despatch-

-98 of the 20th. January and the 15th. March, I have the honour to

submit for the signification of His Majesty's pleasure the following

intituled:-

Ordinance

enclosed.

An Ordinance to provide for the Extension of the Restrict-

-ions relating to Trading with the Enemy to Persons to

whom, though not resident or carrying on Business in

Enemy Territory, it is by reason of their Enemy Nation-

-ality or Enemy Associations expedient to extend such

Restrictions.
